As the use of mobile phones within vulnerable segments such as under-18's increases, operators are under pressure from parents, regulators and their own brand responsibility to ensure that the users of mobile data services are able to do so without cause for concern.

Growing mobile messaging and data revenues depends upon the growth of accessible mobile content. However without controls, users are potentially subject to harassment, unsolicited messaging, inappropriate content and fraud. Unless addressed, these concerns will inhibit the growth of mobile phone penetration in new segments, and the usage of messaging and data. Without the ability to preserve privacy through managing access, a user has one choice, suffer or switch off the service.

By implementing Parental Controls and Subscriber Protection services, a service provider can empower vulnerable users to control who can contact them and the types of content they are willing to receive.

• Adult Content Controls: Allow parents to prevent children from accessing inappropriate web and WAP sites; receiving pornographic images by MMS; and from subscribing to adult services over premium rate SMS.

• Usage Controls: Allow users to block unwanted SMS subscription traffic and block unsolicited messages.

• Anti-Harassment Controls: Allow users to block messages and calls from specific users.

• Friends and Family Whitelists: Allow messages between known users to pass without filtering.

• Time of Day Controls: With the Time of Day Subscription Policy Register component, different policies can be applied to each user at different times - for school, work or prayer times.

The Framework provides Mobile Operators with a complete Subscriber Protection capability, across all mobile bearers (SMS, MMS, Email, Web, Voice) with the ability to control content and access at the level of the individual subscriber. The Parental Controls Portal allows Mobile Operators to offer users the tools to set and manage the policies for themselves and their families as part of an operator's self-care portal.
